In November 2017, Commonwealth Secretary-General Patricia Scotland delivered a wide-ranging Sir Winston Scott Memorial Lecture. During her presentation, she spoke about the devastation caused by Hurricanes Irma and Maria on islands in the Caribbean, including to her birth country of Dominica.
