Julia Weekes is the Bank’s Executive Director with responsibility for banking, investment and capital markets, effective October 1, 2023.
She joined the Bank as Investment Analyst in 1996, and has since held positions of increasing responsibility, namely Deputy Director, Banking, Currency and Investments; Investment Adviser, and most recently, Director of Banking, Currency & Investments. She chairs the Bank’s Investment Committee and Committee of Management, Staff Pension Scheme and sits on a number of the Bank’s technical and administrative committees.
Weekes is an experienced professional with a proven track record in operations, portfolio management, foreign exchange, and debt management. She possesses a sound knowledge of domestic, regional, and international financial markets, thereby providing for the efficient management of the various portfolios under the Central Bank of Barbados’ remit.
Moreover, she has the distinct ability to conceptualise, develop and implement complex debt strategies, taking into account the entire capital markets architecture.
Weekes is also skilled in collaborating with key internal and external stakeholders in the development of policies geared towards enhancing the efficiency and effectiveness of the operations of payment systems, foreign reserve management, currency, and treasury functions.
Julia possesses a BSc. (Hons) in Economics and Accounting from the University of West Indies, Cave Hill Campus, and has held the Chartered Financial Analyst (CFA) designation since 2001.
She is a board member of Caribbean Information and Credit Rating Services (CariCris) and a member of both the Regional Central Bank Technical Working Group on Payments and the Regional Central Bank Group of Reserve Managers. She sits on the Investment Committee of the National Insurance Board, Barbados and the Barbados Defence Board Pension Plan. Julia is also a member of the Barbados Diocesan Synod.
